Seminar on the New Civil Procedure Rules: Towards a More Efficient Justice System

A seminar was held in Nicosia on 7 October 2025 to discuss the implementation and practical impact of the new Civil Procedure Rules (CPR), which recently came into effect in Cyprus. The event brought together distinguished speakers and members of the legal profession to reflect on the operation of the CPR in practice, their underlying philosophy, and the challenges and opportunities they present for the justice system.

Yiasemis Yiasemi, Judge of the Supreme Court of Cyprus, opened the discussion by emphasising the potential of the CPR to create a more efficient and effective civil justice system. He highlighted that the reforms aim to simplify procedures, encourage active case management, and reduce unnecessary delays - all essential elements of a modern and responsive judicial process.

Professor Zuckerman, renowned author of Zuckerman on Civil Procedure: Principles of Practice, offered valuable insights into the philosophy behind the new rules. He stressed that for the system to function effectively, judges, lawyers, and all parties must appreciate that the ultimate purpose of the CPR is to give effect to the overriding objective - ensuring that cases are dealt with justly, efficiently, and at proportionate cost.

Professor Zuckerman also underlined the importance of integrating technology into court processes and legal practice. The effective use of digital tools, he noted, can enhance access to justice, streamline case management, and minimise procedural delays - all of which contribute to achieving the overriding objective.

Mr Agis Georgiades, a practising lawyer in Cyprus, addressed the need for continuous review and refinement of the rules. He noted that while the CPR represents a major step forward, practical challenges have emerged and will emerge in their application, making it essential to identify and address any issues through targeted amendments to ensure their ongoing success.
